Topic and result:
According to the mandate of Hyogo Framework, that each country should ensure that the disaster risk reduction should be positioned as national and local priority programs, and how to strengthen the community for disaster preparedness in every levels. Community Based Disaster Management concept (CBDM) is currently proven as the most effective disaster risk reduction programs, and based on Indonesian experience, showing the TAGANA (Taruna Siaga Bencana/Youth Disaster Preparedness) extremely support the government in disaster management in all affected area.
So that during this meeting we would like to discuss the implementation of CBDM in each country by exploring the experience of every country especially country in the ASEAN region. We also hope to gain insight into how to strengthen the capacity and to increase the role of community volunteers to independently raise preparedness for disasters.
The meeting will bring policy makers and volunteers together to actively take part in improving preparedness among communities

Issues to be raised at this meeting were:

3. The importance of capacity building for volunteers and community
For the first session the participants will discuss more about the government’s policy, especially in disaster management preparedness. The two other sessions, the participants will discuss the experience of each countries in developing CBDM and whether the concept can be tested when the community dealing with the disaster. Therefore each participant can make exposure to the following outline;
1. Problems disaster conditions in each country
2. Policy towards CBDM in each country
3. The constrains and challenges facing

Ladies and Gentlemen,
Good morning and welcome to Palembang,
It’s truly a great honor for us, the Ministry of Social Affairs of the Republic of Indonesia, to host this event. We begin with praising the God Al Mighty for HIS blessing, so we can meet at the opening ceremony of TAGANA Social Services and Disaster Relief Volunteers from ASEAN +3 with theme Prepare and Real Contribution
In this opportunity, I would like to underline the context and purpose of this event. This event performing the efforts to strengthen the mutual collaborations among ASEAN +3 Countries on disaster management system.
On behalf of Indonesia Government, we convey our highest appreciation for attendance of 1.000 TAGANA from all over Indonesia and also all invitees from China, Japan, Philippines, Malaysia and Brunei Darussalam.
We would like to inform you that Ministry of Social Affairs of the Republic of Indonesia has signed Memorandum of Understanding with two counterparts, Ministry of Women, Family and Community Development of Malaysia and Ministry of Civil Affairs of the People Republic of China. And this event is a part of implementation to the MoU. It is our hope that this event will build synergical network in handling to the social welfare issues.
Consistent with the theme, this event demonstrating significant meaning to all of us through sharing experiences and disseminating information on community based disaster management in each country.
Ladies and Gentlemen,
Weve agreed that community based disaster management playing an important meaning in disaster management system. The roles of government and communities in each country have their own characteristic to make a progress in it.
I would like to introduce you that since 2004 we have Taruna Siaga Bencana (Youth Disaster Preparedness) as group of community volunteers whom actively involved in disaster mitigation. This event is their opportunity to make consolidation and joint training in between and making cooperation with the counterparts from ASEAN +3 Countries.
Ladies and Gentlemen,
This opportunity is rare. We hope all invitees could join all agenda with intention to have significant result. The theme of the event indicated by activities such as TAGANA Garden, TAGANA Goes to School and Home Improvement that will take place at Jakabaring Sports City and its surrounding.
At the closing of my remarks, as representative from Ministry of Social Affairs and also as personal, I convey my gratitude and highest appreciation to all people who involve and contribute their hard works to make this event implemented, particularly for the Governor of South Sumatera and its officials. Wish every hard works will find blessing of God and deliver benefits from communities in general.
